I would like to leave less than one star, but there is no option to show how poor the company ( not just Exeter airport ) are.
Under no circumstances use this company either Avis or Budget, they are one and the same.
The quote was good and we booked through Avis but got a budget liveried van, not that this mattered. Uneventful rental but after returning the van received an invoice six weeks later for £400.00 plus vat for damage caused, which would be taken from the card used for the rental purchase. Fortunately we had taken photos of the van before and after our rental which proved there was no damage. You have to pay to get into the carpark to access the booking office and nobody comes with you after returning the vehicle to check for damage and the vehicle is left in the open in a public carpark and therefore liable to damage.
Since we had proof that we were not responsible for any damage and warned Avis about trying to deduct money illegaly from our card we were then emailed and told that they would not be taking things further. What an absolute farce, we did at first  suspect a scam. We have read since that this is a common practice for car rental firms as it bumps up their profits when giving low rental quotes. The repair quotes are higher than normal garage repair prices. They get the money but don't repair the damage and then take a hit when they sell the vehicle at auction.
Under no circumstances use Avis their customer service is appalling and you are passed from person to person whilst trying to sort out this whole unfortunate and unnecessary mess which is caused by Avis solely but costs the customer in telephone costs, upset and mental anguish.

Very bad customer service. I arrived there by taxi to collect my car booked over the phone; my car broke when my wife was 9 months pregnant. I have been told by a rude man behind customer service desk, that they don't have any cars (bare in mind it's a car hire place...). After over an hour spent on the phone to the main office I have managed to convince him and a car magically appeared.

Far too many Avis offices are inconveniently located for customers...a taxi ride away from the station, or at an airport when the train station is busier. That being said, they are, IMO, the best of the large car hire firms - especially if you enrol in their loyalty program.

Appalling service. Booked a car and arrived with young children only to find the staff had gone home.  Two other families in the same situation. Shame on you Avis.
