In my opinion I would say.....close to incompetent on more than one occasion. Whether it be when my 12 year son was enticed into a strangers car on his way home from school and the young police constable turned up neither familiar with the location of the incident nor  had a map with him or in his car. I provided a map to assist in the report and numerous details he failed to ask. The officer allowed a personal phone call from his wife to disturb our discussion about the serious incident which had left our son distressed. We were left disheartened by the officer's apparent lack of interest in a serious matter.
On another occasion my young daughter came home crying. She and her friends had been stopped by police near home. The police officer remained in his car and got my eleven year old daughter to come to him whilst he asked her name and address. Hence she stood in the middle road next to his drivers door just as it had gone dark. He was obviously thoughtless and selfish keeping himself safe sat in his car with no thought of the safety of my daughter standing in the centre of a public road for some minutes. 
More recently I assisted at a road traffic incident whereby a motorcyclist had been knocked off his bike. Whilst I spoke to the distressed driver of the car and my adult daughter assisted the motorcyclist into a nearby cafe, we called for an ambulance. The police arrived several minutes after the ambulance when the emergency was over. We had cleared the road of obstruction and had reported the motorcyclists injury as minor. Yes, and where did the young police driver park his police car? He parked blocking the pedestrian access to the pedestrian crossing causing more danger to pedestrians trying to see clearly to cross the road safely. 

It appears surrey police in my experience are inadequately trained or maybe just unprofessional. I have little trust in them.
