About Keeping Surrey Heath Cleaner, Safer & Greener. Story This page will hopefully give us the opportunity to have informal discussions with our residents, about the work we carry out in Surrey Heath. We are a new team that has been set up to investigate Tenancy & Council Tax fraud and Environmental Crime's such as Fly Tipping & Abandoned Vehicles. The team consists of 3 investigating officers, Robert, Russell & Kevin. Rob spent 15 years at Thames Valley Police & 5years at a Highlands Local Authority before joining Surrey Heath in September 2015. Russell has over 10 years of experience investigating environmental crime for Surrey Heaths Environmental Health Dept. Kevin has over 20 years of experience working for local authority's as a debt recovery officer & fraud investigator. This new team is managed by Julia who has over 25 years experience of dealing with the benefits system & investigating fraud offences.
