About One of Birmingham City Council's Community Libraries. Tower Hill Library opened in 1961 and has served the community for over 55 years!! Story A borrower with Birmingham City Council Community Libraries can take up to 10 books out on their Library card and the loan period is 28 days. Books can be renewed up to three times. We have a good stock of fiction, non fiction and Large Print and Talking Books at Tower Hill Library. Reservations are free and books can be returned to any library in Birmingham and borrowers can use their library card at any of the Birmingham Libraries. Computers are available to library members to use for a maximum of 9 hours a week. Printing costs are 10p per Black and White A4 sheet and 20p for A3; colour is 50p and £1.00 respectively.
